Please tell me how can i make binary sensor changing his state 2 times per second.
Can you explain what you are actually trying to do…? This seems like it might to be the start of an X-Y problem.

I just want to create a helper that will give a signal at a certain frequency. Here specifically 2Hz.
Problem is that helpers are refreshing evry minute, and automation can be trrigered in evry second
