A "quick" question regarding UK smart central heating

Can I just start by saying how much I like the Monty Python.

I have purchased a flat that requires a new combi boiler and radiators.
I know all about two pipe system, balancing, bleeding, thermostats and dead parrots.

I want to make the new central heating “smart”. I have seen several you tube videos where they attached smart thermostats to radiators and within an hour had a smart system that displayed current temp, target temp. The installer was high fiving the mirror with “job well done” (it is a lonely life doing your smart stuff). THIS IS WHAT I NEED. Jobs a good one, let’s crack on,

…but then … I saw other videos that did EXACTLY the above, but then started wiring up the boiler, back to what was an existing bulky wired hall thermometer. The job was straight forward but slightly more complex than trivial.

What was “wiring up the boiler” bringing to the smart table, what functionality or service did it provide?
What is so special about UK halls they need there own wired in thermometer? building regulations?

Watchin that video then a nudge is as good as a wink to a blind man. If I think I understand your question then… The Radiator thermostat(TRV) only opens and closes the valve in that radiator. It does not make a call to the boiler to heat up the pump the water. The thermostat in the hall makes the call to heat and pump.
