Add support for power monitoring _TZ3000_dpo1ysak Tuya/Zigbee powerplug to deCONZ

Please add power monitoring support for the TZ3000_dpo1ysak Tuya/Zigbee powerplug. Currently it only supports switching the plug on/off.

The Tuya/Zigbee device TZ3000_8nkb7mof currently supports switching the plug on/off AND power monitoring. Maybe this can be used as a reference.
