Alert in configuration.yml unable to find service notify.mobile_app_

I created an alert in configuration.yml but I keep getting the following error message:

homeassistant.exceptions.ServiceNotFound: Unable to find service notify.mobile_app_derrick

The service is available in Developer Tools → Services and I am able to send a test alert. I also have several automations that reference notify.mobile_app_derrick and they have no issues running. I’m confused about what I am doing wrong. Below is a copy of my configuration.yaml as well. Thanks for your help.
