I have locks lights and other stuffs at home, connected via zigbee via mgtt via home assistant with apple home service.
once the power is off (outage) and back on 2 minutes late, when my ha is reboot, all the accesories became ‘Not Responding’ on Apple Home but homeassisstant shows normal.
I know reboot my HA again manually would solve this problem, it works all the time…
Is there a permanent solution for this? for example an automation to refresh all servies? check if it’s working?

yes, sir, in my router settings, I have assigned an address for it like it always has. This issue will be solved if I manually restart HA, but I want an automatic solution in case power goes off again, and i am not able to find out what went wrong in the HA logs. Please help.
Alternate solution: Why not invest in a cheap UPS that will power your system for the few minutes the power is absent? Power your router and ZigBee hubs too.
Does it take time for the ZigBee network mesh rebuild to happen after every power off? It might be exacerbating your problem if you were to make this happen deliberately and often, instead of tackling the possible underlying issues - unreliable power and poor network connectivity.
