Backup before updates by default (like before 2025.1)

Since the big backup system change introduced by 2025.1, backups before add-on or system updates are disabled by default, even with the reintroduction of toggles by 2025.2

I think users should be given the option to make a backup by default before each add-on/core update. This could be either via a central option to enable “backup before each update” or by retaining the previous choice when updating an add-on or the core.

Indeed, the new backup system does not match my needs: I do not really need to have automatic regular backups. I only need backups when they’re is a risk of introducing instability (instability usually doesn’t happen overnight: it’s the introduction of an update that can cause instability). So this is where the backup before update is very important to me and I don’t want to have to manually check the option everytime I perform an update.

According to the release notes, the option is disabled by default to avoid backup redundancy. I don’t mind redundancy: when you want stability, redundancy is wanted (e.g. Redundancy is key in space and aviation) and I have a lot of space and add-on backups are small.
Also users should have the option to configure the retention policy of those backup before update (currently only one backup an add-on is kept)
