What’s the best hardward to run HA on under $150? I preferably need something that can encode to h.264 for my cameras.
So much to unpack in that single sentence.
Without knowing any of the many potential variables I would say a second hand Intel CPU with vsync support.

I am using a Dell OptiPlex 3050 Mini PC Intel Core i5-6500T and it is working like a charm for me. You can find used units on eBay for USD 65 to 120 depending on a bunch of variables. You will also need to buy a ZigBee/ZWave usb Dongle such as this one: GoControl CECOMINOD016164 HUSBZB-1 USB Hub
You’ll need something second hand.
It needs to be:
- 64 bit
- Have a CPU Passmark of over 2,000 (higher is better)
- Support UEFI
- Have at least 2 GB of RAM (more is better)
- Have at least 2 CPU cores (more are better)
- At least 32 GB of storage (again, more is better)

Why vsync?
Thanks everyone! Good recommendations here.
vsync for effective multi-camera rtsp stream decoding.
vsync capability performs video decoding natively within the CPU (faster) instead of a software-based (slower) approach.
