Bring back EEPROM upgrading for Raspberry PI 4

EEPROM was being upgraded in the past, yet was blocked due to issues that were already fixed:

Its time to bring upgrades back, new EEPROM updates are pending on my RPi 4 and I have no means to upgrade it easilly.
