Yes.
You have many options available for the Zigbee integration in HA : ZHA, ZIgbee2MQTT, Deconz,…
All of them will manage your IKEA bulbs without any problem. The choice is up-to-you.
you will still need either the tradfri hub or any other zigbee2usb stick (i use a CC2531)
Just clarifying that you will need a “middleware” as David is saying. directly to HA is not possible. So either the Tradfri hub with the integration on HA side or a zigbee hardware stick with its integration.

Yes it will work.
You can use Zigbe2MQTT which works really well. I’ve been using it with about 60 zigbee devices for months now, including 8 IKEA bulbs .
I upvote for Zigbee2MQTT as the device support is excellent and support is good (although not commercial). I tried HA’s native “ZHA” integration first, but I did not like the Innr bulbs. With Zigbee2MQTT I can use all of my OSRAM/Ledvance, Innr, Ikea and Hue devices.
And the new Z2M GUI added 2 or 3 versions is very nice.
