Can you kill any running automations without turning them off?

It seems you can only stop currently running automations as part of the turn_off service. Am I missing anything or it’s just not possible to only kill automations other than turning them off?
If that is true, is it possible to specify turning off all automations other than automation X? (obviously so I can use that running automation to reenable all?)

I guess I could use a template to programmatically generate the list of ALL - X

Based on documentation, the answer appears to be “no”.
However, you can create one special automation which can do it for you.
I think this will work.

[skipping triggers and conditions]
action:
  - service: automation.turn_off
    data:
      stop_actions: true
      entity_id: |-
        {{
         (states.automation
              |rejectattr('entity_id','eq','automation.NAME_OF_THIS_AUTOMATION')
              |map(attribute='entity_id')
              |list)  }}
  - delay:
      hours: 0
      minutes: 0
      seconds: 5
      milliseconds: 0
    alias: >-
      Give 5 seconds for all automations to fully get killed. Should be more
      than enough.
  - service: automation.turn_on
    data:
      entity_id: all
