A single device can have both captive_portal and web_server configured.
While during the normal operations captive_portal is not enabled (and therefore port 80 is served by web_server), it becomes live when switching to the fallback AP when joining the WiFi network was no possible.
What happens then? Is web_server inactivated and captive_portal takes over?
