switching between ttyUSB0 and ttyUSB1
ie usb 2-1 and usb 2-2
Can you ensure that the device is static in a single dedicated USB slot ?

I use my fritz!box as time server and in the settings of HA is Berlin selected.
You need to keep the ZBT plugged in, never unplug it whilst HA is running.
Keep it plugged into the same USB slot on the host. Reboot HAOS and see how you get on
