Control of heating element

Hello,
I am new here in the forum and would like to take the first steps with HA. For this, I would get a PI 4 (4 GB) and would like to implement the following automation:

  1. Read data from the inverter (Fronius)
  2. Control a three-phase heating element via a switch (always switching one phase on or off) to use surplus PV electricity in the buffer storage. For this, I would use a Shelly 3 Pro (yet to be acquired).
    Or are there alternatives that I should also look at?

I am a beginner with Home Assistant and also with Raspberry, and I hope to be able to share my first experiences with you.

no. So far, I don’t have either the Raspberry or the Shelly. I’m considering which hardware I need to implement what was described above. The heating rod has no control, so I want to operate it via a relay. The question is whether this is feasible and sensible with the Shelly 3 Pro, or if there is a better option. Can the Shellys be used without the Shelly Cloud, or do they always require this connection? I would prefer a local solution.
