Creator of svg or png to svg converter?

Hi friends. I have an image that I want to transform to svg and see if I can generate an animation. I would like to know what the process is used to do it. It is passed from pgn to svg or it is done from an application.

I would like you to tell me about your experiences so I can continue learning.

Example. The first icon rotates when the fan is on. I want to make the heater perform some animation to show that it is active.
But my intention as a first step is to get that drawing as svg

Just google “png to svg” for options.
I used Inkscape in the past to transform a raster image into SVG path. It also (and mainly) allows you to edit the SVG.
