Dark Theme will not stick. Keeps reverting to Light theme

After the upgrade my theme will not stay on the dark theme. It keeps reverting to light theme. This is happening on my PC and my phone app. I can’t seem to find anything or trace how it is changing back.

Update 2: After further investigation I believe it to be Puppet and my ePaper display:
