Debugging mode to start Hass with limited content

After upgrading to 2021.6.x my Hass is automatically restarting every 2 - 3 minutes and I can’t find the reason.

As a windows user I know the windows safe mode which starts windows only with some limited functions. I would like to suggest some kind of safe mode for Hass, which will start only the parts which can’t be reloaded later. For example automation, scripts and other parts can be reloaded without the need to restart Hass, they could be excluded and reloaded manually later. This would allow to start a limited Hass and to check if it works.

There already is a safe mode https://www.home-assistant.io/integrations/safe_mode/

Then my suggested name should be changed. I could call it “debugging mode”.
It looks like the existing “save mode” automatically happens when required (this is my understanding). But it doesn’t prevent my Hass to automatically restart every few minutes.

My request is something what a can control manually. I just want to be able to start Hass without all parts, which I can enable later.

That’s the “default” just uncomment the stuff you don’t want to load.

This is how I will do until this request is not implemented. My feature request is about keeping the definitions as they are - no need to comment out - but to just not load all parts, which can be reloaded later.

And there is one more point: it happened that the samba share did not work but I still had access to Hass via gui.

And another point is: my samba share workes locally. I need to be at home to use it. But it happens that I am not at home. There is the file editor add-on, but it is hard to use on a smartphone. It will be harder to comment out parts and to reactivate them than just loading the Hass core and to reload defined automations, scripts and so on with on click and to see, what happens.

The point is: what can I do, if I am not at home for a longer time, there was an auto update of the supervisor and I can’t access hass any more. Now I have a wifi switch for the Hass Raspberry, I can switch the Hass power off and on if I am not at home. And this helped, when Hass is working only after power on but not on a soft reset.

This feature request is based on real life experience from the last week’s and from my successles attempts to upgrade from 2021.5 to 2021.6
