In my opinion, the default dashboard for users is still too complicated to configure. Despite the numerous updates to Home Assistant, this option remains somewhat limited.
A simpler approach could be implemented when creating or modifying a user: allow the administrator to select a dashboard from a drop-down list. When the user logs in, they would see only the selected dashboard and nothing else.
