DNS is broken, cannot update

I’m having a weird DNS issue with hassio/hassos

I get this error when trying to update hassio: ERROR (SyncWorker_7) [hassio.docker.interface] Can’t install homeassistant/qemux86-64-homeassistant:0.98.2 -> 500 Server Error: Internal Server Error (“Get https://registry-1.docker.io/v2/: dial tcp: lookup registry-1.docker.io on 192.168.1.23:53: read udp 192.168.1.21:34418->192.168.1.23:53: i/o timeout”).

so, 192.168.1.23 is a pihole that I haven’t used in some time

if I run ‘hassio dns info’ from ssh, I get the normal dns server and also this:

locals: - dns://192.168.1.23

I’ve tried using hassio dns options --servers dns://[myrouter], and it sets the ip under servers, but it doesn’t clear the pihole entry under locals

how do I get this entry out of locals so that my updates can work again?
