Does Ikea INSPELNNG power plug acts as a router?

Hello, this is the first time I am posting something, I just started with HA. I have an Asus NUC N150 with a Sonoff Zigbee 3.0 USB. Wifi is of course also available. I have a question about the IKEA INSPELNING plug. Does the Ikea INSPELNNG acts as a router or is it and end device? If it has a router function, I want to use it to strengthen the mesh network.
