Error ‘AddonManager.install’ blocked from execution, system is not healthy - docker

Does someone know what this error is? I can’t update and install any addon and Home Assistant Core too. The “ha res inf” command gives me:

unhealthy:
- docker

docker --version is:

Docker version 20.10.21, build baeda1f

The docker is working fine apart from Home Assistant.

Home Assistant log doesn’t have anything specific, only:

I removed portainer and all gets fine. Thanks for help.
