Failed to config ras 4 / home assistant for my wifi

Home Assistant Installation pn PI4 seems to proceed smoothly until I try to reach my installation http://homeassistant.local:8123.
My chrome says: “This site can’t be reached homeassistant.local refused to connect”.
The ras doesn’t appear in my router panel.

I used the the CONFIG/network//my-network file:

I have a monitor and wired keyboard plugged into the ras and see a bunch of code scroll on the display. I tried using ipconfig dos command to see the network from the ras POV. It asked me login name and password WHAT???. I thought I could use the IP add from the browser or wired keyboard or ethernet from PC to Ras via cross over cable.

Do you see anything wrong with my network file? What should I do next?
