HA fails to start from file consistent snapshot

HAOS on Synology VMM
Stalled at STATE_SETUP

Host Setup:

Synology NAS with an 18TB SHR-1 (Btrfs) storage pool.
Synology DNS Server
Tailscale

Host NAS on static local IP (192.168.1.13), HAOS on (192.168.1.14).

every now and then I would restart Home Assistant and it will fail to restart

I go back to my Synology and restore a snapshot that is file consistent

I start again and then it will be stuck

Sometimes I can login there and get the CLI.

Then supervisor will not start

sometimes it works after a few hours sometimes it does not.

I get various errors, the latest one is

sometimes I log into the CLI and then I try to use the commands

supervisor repair
supervisor reload
supervisor restart

they take a long time and then generally fail
