HA not accessible although CLI available

Hello All,

I am using HA for a few weeks now. I have it running on a Pi 4B. If I cut the power of the Pi, HA will not start to work again (automations wont trigger and the webpage is not accessible). However the observer shows no issue and if I connect a monitor it looks like everything is okay. Only with a recovery it will work again.
I would be really happy if somebody has an idea what the issue is. Thanks a lot in advance!

The observer is stating:

Cutting the power will cause issues with home assistant - file corruption, etc.

ALWAYS shutdown Home Assistant using the Home Assistant Shut down System command (Settings-> System-> Advanced Options), and verify it is shutdown by watching for the red LED to flash 10 times, before turning off the power.
