This is a docker installation, so I know addon installation is not supported. But If piper and whisper are already installed, why is Home Assistant Voice trying to install addons?
Did you setup voice assistant and confirm it is functional

Yes. Works normally when set up manually. The problem appears during initial setup wizard
I am having the very same issue despite having a working voice assistant including kokoro and whisper wyoming protocols - how do you manually bypass this screen pending a more permanent fix since there is no skip button on this page?
Just close the page at the first step.
All you need to do is get the satellite device to appear in the esphome integration. The rest is easier to configure manually.
