This is a docker installation, so I know addon installation is not supported. But If piper and whisper are already installed, why is Home Assistant Voice trying to install addons?
Did you setup voice assistant and confirm it is functional
HA >> settings >> voice assistant
Yes. Works normally when set up manually. The problem appears during initial setup wizard
