I am using home assisten to control some z-wave devices, but when integrating a central air conditioning thermostat, the system does not allow me to change the setpoint.

You shouldn’t have to do anything to enable it, should just be available out of the box, unless zwave has not interviewed it properly.
What model of thermostat?
What is the value of supported_features attribute of the climate entity? That value dictates whether or not the temperature can be changed.
I got the same issue. I fixed it by re-interviewing my thermostat and restarting Z-Wave JS UI.
