It was not helpfull. At first I was not able to find this documentation without Google.
I was not sucessfull in finding the mentioned DeviceID. The mentioned Link seems need a Cloud account, which I do not want.
(I even activate Internet for Homeassistant only temporary if i need e.g. a new integration.)
On the kodi side I found.
But it seems not working.
(Strange that I have to setup a separate access with username and password even I have setup kodi integration already.) Here I do not find where to find logs about this connection.

You will need remote access for it to work, there are many ways to do this and it does not need a subscription if that is not wanted, but it will be far more complex. It is all explained as always in the docs.
Device ID might be a bit misleading. It should be the name of your mobile app integration. Go to Integrations → Mobile App
Another way to get the exact name of the action is to go to Developer Tools → Actions and start typing in the box: “notify.mobile_app” and you should see which one is available.
You do not need any cloud account or remote access. If you have set up local notifications your HA doesn’t even need internet access. However if you want to use notifications outside of your home your HA should have access to the internet.

Second goal is to do it and send a notification to my mediacenter kodi.
I have no idea what it is that you want to achieve.
