How to add a user to HA? "Login blocked" Error

Hi, I’m trying to add a user to a HomeAssistant installation (installed as VM). However after adding the user, it is not possible to log in to that user account. Instead I receive the following error:

However the user is configured to be able to log in…

All access to the HA instance is through theweb interface via local network on homeassistant.local. All the documentation I’ve been able to find doesn’t address receiving this error.

Why does this fail and how can it be resolved?

A VM is typically connected to an internal network on the hypervisor and HA might then see that internal network as the local network.
