I have seen references to “Permit new device”, but no idea where this setting is at. I was able to add devices to Zigbee, but cannot add anything to Zibee2MQTT, and nothing ever shows up.

Obviously you need to finish the “Onboarding” first before you will be able to pair devices.
I thought I did, i select onboarding but it goes back to this screen with no errors.
It looks like it hasn’t found your coordinator - if you know the port it is on you can configure it manually. Stop Z2M and then use the configuration tab on the app in Settings | Apps | Zigbee2MQTT.
There are numerous tabs and pages of configs. I could find no documentation on this. What is the best source for assistance in getting this configured?Since the ZBT2 was made by Nabu Casa, I assumed this would be the simplest to configure

I see no MQTT config info at that link, other than migration from the old adapter.
I didn’t say it was anyone’s “responsibility”. I said exactly what you quoted.
What I need is a battery powered human presence sensor that does not have a significant delay. In reading a lot of opinions, the Aqara running in MQTT was the best option. It does not appear to be so. Any other options that do not required a “third party” system?
If you want simple then use ZHA. Not Z2M.
I think what Tom wanted to bring up here, ist that Zigbee2Mqtt isn’t made by Nabu Casa or the Home Assistant team.
So there’s no correlation that the Nabu Casa hardware will be easier to use here than anything else.
The ZBT2 is indeed very easy to set with Home Assistants own Zigbee integration.
But the device is still able to use Z2M. You just need an understanding and that’s not Nabu Casa’s(HA’s) responsibility to explain HOW it integrates!
