How do i get communication setup between my local network at home and HA running in the cloud
Note: ISP is blocking all well known ports

Why on earth would you want to run something like Home Assistant in a cloud environment?
What happens when your cloud provider has an issue?
What happens when there’s an issue with your Internet connection?
It’s a stupid idea, if you ask me 
Anyway, you’d need to setup a VPN if you want to make the whole network accessible.
For a limited number of applications, setting up SSH tunnels should suffice.
