HI, I’ve HA installed on Proxmox and I changed my router. How can I change ip address on HA and Proxmox?

HA Settings → System → Network → your adaptor-> IPv4

Though you can also reserve a static IP for HA in your router.

That depends if you are using a static or dynamic ip.
