Confirming the same - My Ikea Matter/Thread PIR wouldn't update, got up to 17% max and stalled. Found this thread, backed up, enabled Beta ( I think it said Alpha in the log), PIR firmware update worked first time afterwards.
Fingers crossed Matter Server Beta (or Alpha) turns into stable release soon - I'm very nervous with Matter feeling fragile at the best of times (or perhaps this is because of my Nanoleaf devices).
I'm also having trouble updating firmware for Ikea Matter devices. I have two Myggspray motion sensor which hardly ever work in comination with a Google Nest v2 as Thread Edge Router. The newer firmware is supposed to fix this in general (loss of connectivity), but I can't get the firmware to update. I run HA in docker and have matter-server is also dockerized. Tried the beta image, but results are the same:

My KAJPLATS bulbs work fine, but MYGGSPRAY is a disaster. They stay connected and I can ping them anytime I want, they just don't detect anything.
I have a MYGGSPRAY on firmware version 1.0.7 which is refusing to update to 1.1.4. And a BILRESA (2 button) on firmware 1.8.5 which is also refusing to update to 1.9.15. I use a homepod mini as thread border router. Updating via the apple home application and with home assistant both fail. The apple home application keeps trying to update the devices, which quickly drains the batteries.

I use a cheap Aqara Hub M100 and the update of the MYGGBETT to 1.1.4 works if you press a view times the identify button during the update process in HA.

I have a number of the MYGGBETT open/close sensors that came with fw version 1.0.9 and want to be updated to 1.1.4. Initiating the update process in HA gets to about 15% and then just ends without an error (but still on 1.0.9). I have the Sonoff EFR32MG24 connected to my HA Raspberry PI as the thread border router, so I don't have any other way to update the firmware.
Any ideas to fix? The sensors still work fine, so I'm hoping maybe a future update to HA's matter/thread might fix?
Exactly the same problem here. Would love if there is a fix for updating the ikea devices.

I have the same OTBR and all of my Ikeas Mygbetts, Bilresas and so on updated slowly but successfully in the end. Just be patient and stop watching the update process. I also highly recommend to check your homenetworks for interferences or overlapping radio channels according to this:
I guess it's not only the ikea firmwares fault, but might also have something to do with a semi-stable radio setup, which is working in regards to device functions but isn't stable enough for sustained datatransfer. Also make sure that the OTBR Radio Antenna is setup with some distance to WiFi Routers, APs and so on.
I've managed to update both (BILRESA (2 button) and MYGGSPRAY). With BILRESA I pressed the buttons (alternating) every 2-3 seconds during the update. With MYGGSPRAY I waved my hand in front of the sensor every 2-3 seconds during the update. To prevent them from sleeping?
