Is there a way to start the Android IP Webcam "server" from HA?

I can start the Android IP Webcam using command_launch_app but that doesn’t start the server (streaming). Is there a way to launch the app and start the server from HA?

I would like to start the webcam when no one is home.

As far as I can see, there is no way to close an app. Is that correct? I would like to close the webcam when anyone gets home.

sorry for the necro but, did you ever find a way to do it?
I was trying to achieve the same thing and can’t find anything that even hits to it being possible.
