Let Supervisor handle GitHub Container Registry being down/ alert the user that updates aren't available

I tried to update to 2022.4.7 and got an error saying it failed. Turns out that GitHub Container Registry was having a partial outage so it was failing to fetch the image, but this wasn’t really clear to me.
GitHub’s status page has an API (GitHub Status - API), could this be used to be a bit clearer that an update isn’t available? (Perhaps the new update entities could be useful?)
