Today can I group Matter over Thread lights and use a rotary encoders to dim them like a traditional dimmer switch.
My first post in the community, looking forward to learning from the best.
AFAIK, Matter Groups have not yet been implemented.

If the question is: can I add a couple of lights (with matter over thread) to HA, treat them as a group, and dim them using a remote (like IKEA bilresa scroll wheel), then the answer is definitely yes

This. Matter 1.6 spec if for local scenes/groups and is still an active working group for cross vendor scenes with local control.
Apple and Google are literally and figuratively “clouding” the issue by having their own proprietary cloud based scene versions. Some thread switch vendors provide proprietary scene controls.
IMO Matter/Thread lighting today is an incomplete mess and I’m planning on sitting back until there is a published spec and vendors proving that they follow it.

Yes… but… you’ll be doing everything server side with automations and experience delays and “pop corn” effect of lights coming on at different times, unlike a coordinated scene/group like Insteon has. Unless you use one of the few vendors that supports its own, non-Matter spec scene/group behavior.
Ideally switches should be configurable to send a scene/group message to all participants. The HA server can observe, but have not functional role in the lighting for supporting from the switch.
