Are you using Android? You need a Google account and you need to have the Google Home app setup according to another post here in the forum. I’m not sure how accurate that is but I have both of those conditions met.

But the Google app says I need official coordinator hardware (see my first reply)
No need for any Google hardware, the app just needs to be “set up” whatever that means.
See if you can grab the matter server logs from Home Assistant, maybe that’ll give us some clues.
I’ll keep looking to see if I can find any other explanation or things to try.
So I found the source of the problem after buying a google nest mini and the setup still failing.
As the setup failed before wifi credentials were exchanged, the only thing left that was a common factor in the process was my smartphone.
I used my wife’s phone (pixel 7a) and the setup works as intended without the google home app. I can just add the device via matter and the Meross app detects the plug after that.
For my phone (pixel 8) it fails every time immediately on the ‘generating matter credentials’ step. I tried uninstalling/reinstalling the google home app and the meross app with no luck. I tried rebooting multiple times.
I don’t want to factory reset my phone. Anyone any idea what is going on?
That’s very weird. I can’t imagine what the issue could be, I’m using a Pixel 9 Pro, you got a 7a working but not the 8, has to be some weird configuration. I wonder if deleting your WiFi and re-adding it on your phone might help, I’m really out of ideas otherwise besides a factory reset.
