Missing a device when running automation

HI,

I manage about 20 lights in different rooms.

These lights are assigned to a area (area & zones). In a automation the action will be that all the lights at multiple areas are going on or off.

Some times not all these lights are going on or off when the automation has been triggered.

two questions…

What is the best way to control these lights? By a scene, helper, group, area, entity or perhaps a script?

Second question is, when a devices missed a action, how can HA continue the action to this device till a new trigger wil be take place?

What technology do these lights use ? Wi-Fi, Zigbee, Z-Wave ?

All zigbee lights with Conbee 3.
Use it with a docker at ESXI.

Zigbee groups (not HA groups or HA light groups, native Zigbee groups) That way HA does not send a Zigbee message to each light, but one Zigbee message to the group.
