Missing Add tab after restoring from a back up

Hello
I have recently changed from a raspberry pie to a mini windows pc with Hyper V and installed Home assistant OS and now I no longer have the Add on tab, also I don’t seem to be able access the config files unless i open the file editor on Home assistant , is this normal.

What install method did you use?
If you are using HAOS, then know that the latest revision changed the word Add-on to Apps. Don’t ask why.
HAOS is the only method that uses Apps.
If you installed container method, you generate your own Docker containers to replicate Apps.

I used the haos_ova-17.0 down load
And that installed
Home Assistant core 2026.2.1
Frontend 20260128.6
