As I no longer needed Google Drive Backup, I uninstalled it.
But now I don’t have the Backup dashboard anymore.
I can go to System → Backups - but I’m not able to add it to the sidebar (it is missing from the list).
How do I get it back?
The dashboard you had is provided by the Google Drive Backup Add-on. If you remove this Add-on then it will go.
I’m not sure there is a way to add the inbuilt backup dashboard to the left hand menu.

You can use custom-sidebar to add a custom item to the sidebar.
