New Home Assistant Green - PCF8563 low voltage detected

I am working with the new Home Assistant Green.
The system has a problem with time.
When the system is shut down or the power is disconnected, time will freeze.
I noticed two errors in the terminal:

  1. [117.863655] rtc-pcf8563 1-8851: low voltage detected, date/time is not reliable.

I installed a new CR2032 battery on the PCB, the battery voltage is 3.24V.
I checked the voltage on pins 4 and 8 of the PCF8563 module.

  1. [FAILED] Wait Until Kernel Time Synchronized (systemd-time-wait-sync.service)

I tried changing DNS in nmcli con to 1.1.1.1 or 8.8.8.8.
I set to yes ipv4.ignore-auto-dns.
Nothing helps, other home assistant internet services have no problem accessing the internet.
I have the same problem on a fresh system installed on Raspberry Pi.
The wrong time and date completely blocks the first initialization of the Home Assistant system.
First, you need to manually set the date and time in the terminal, then reset the system.

What can I do?
