I just created a VM (in VirtualBox) using the HA OS (hass). I can access Home Assistant just fine via browser via http://homeassistant.local:8123/ and via http://192.168.172.26:8123.
But the IOS app fails to connect.
Using the local DNS name:
http://homeassistant.local:8123/
And using the IP address:
https://192.168.172.26:8123
Any tips?

This is just a wild guess because my knowledge of anything Apple can easily fit inside the period at the end of this sentence. With room for more.
If I am not mistaken, and frequently am, the app requires a subscription to Nabu Casa.
I’ll bet you can connect to Home Assistant from your phone if you use a browser- not the app.

Sorry Steve, but it looks like you didn’t read my post carefully. I explained that I can indeed access it via browser.
I found the issue from prior posts in this community (I tried earlier, but didn’t find them).
IOS by default does not allow the app to access local network resources. Fixed in IOS Settings → Apps → Home Assistant:
