Every time I update an add-on like Z-Wave JS UI, there is no automatic backup. I have to manually select backup button. Why doesn’t HA provide a setting somewhere to always keep add-on backup on? I somehow remember that this used to be a default setting at one time as I have ton of old backups of add-ons sitting on my local storage.

It was turned off because people were filling up their hard drives with mostly useless
The option was later added if you want to occasionally use it.
The recommendation now is run a nightly backup that is manages / limits and use that to recover if something breaks.
This is a bad idea. If an add-on has an issue, it would not make sense to restore the entire system. This will cause loss of any changes to scripts/automations and what not. The add-on backups are really small and I seriously doubt that anyone would be filling their disks with backups of add-ons. With all the noise that HA made with backups, I think this is a step backwards.
Yes. That is when you do a partial restore.
