Notify.alexa_media AND notify.send_message isn't working, ( I get no sound or / Direct Music Streaming isn’t supported)

Hi , so I have looked at this for a long time and and unfortunately I cant figure it out : im trying to make Alexa play a 20 sec custom sound. Below is a screenshot of what I have tried :

Amazon has strict requirements for audio notifications through Alexa, including bit rate, which is what seems to be causing the failure in this case.

From Alexa SSML Reference - Audio:

The bit rate of the linked file appears to be 44.1kbps.
