My parents got a Frameo device last year and honestly it’s pretty good. My wife has been excellent at sending nice photos of our kids to my parents etc and it seems to serve, in principle, a double purpose of being a good display but also sorting the wheat from the chaff of the billions of photos everyone takes in the smartphone age
I’d like to create a similar setup, as I have a couple of old kindle devices lying around that could serve the display purpose.
But the secondary purpose of this would be to allow my wife to easily use an app to upload
So the minimum it needs is:
Display software/app (android)
Local photo server pulling and sorting
Android app or simple website to “send” to the device with helpful UI

If I’m understanding correctly set that as dashboard, stick HA app on device and then default to that dashboard?

How do you manage the other side ? I.e. sending photos to the right storage via app or phone share?
I use Caffeine, to keep Android screen on, i use home assistant itself (allow as home app, in the companion settings) and have a specific dashboard set up as a default start page, against the account, to show the pictures.
I use a powerplay, so i can automaticky charge the tablet between 20 an 80 percent.
For the photos themselves, i use the backup of my photos, on an rpi4, wich are mounted against the media folder in home assistant (network storage).
But this last part can also be done manually by uplouding files in the media folder, by hand.
Given Frameo is a Danish cut-down Android ecosystem cheaply licenced by many Chinese hardware vendors to push their products out the door, I suspect that unless you are looking at pre-loved tablets, your time and development efforts will rapidly be consumed with little betterment.
It is specifically designed for ease of use, has been refined over many years, and is supposed to just work with little user configuration.
Product differentiation often involves different cardboard packaging and price.
You want to trade that for a lifetime of futzing and support?
The older Kindle devices seem to have been 'end-of-life'd recently. You may find this an unsurmountable challenge that has been already investigated by many others, carefully documented in these forums and many others.
Fwiw, I managed to get this set up with WallPanel and some custom code which I've shared below
My wife can now upload using a gallery dashboard in the HA app, and the WallPanel seems to keep the screen alive (not tested this long term) and gives me the kiosk mode
