No. The lights will no longer show not available in HA. Instead they will work. Unless someone stole your lightbulb 
Note that the Philips Hue system is not failsafe. Even without HA. Even with bulbs that are not shown unavailable it does happen that a bulb misses the message. I see this often in a metal lamp where the antenna conditions are poor for the bulb. And it also happens on one of the Osram switches. Then you just turn on one more time and then it comes. Philips hue users are much better off with a strategy of optimism and hope because it normally works just fine. If you don’t many of you will always have 1 or more lamps you cannot control at any given time and that is useless.
