Pioneer AVR HTP-071 (VSX-321) getting discrete IR codes for separate power ON and power OFF in HA

Hi,
I am using Broadlink RM3 mini and I have no problems learning remote codes from the remotes I use.
But I am having problems converting IR discrete codes (which are not as buttons on my remote) from Pioneer HEX to BASE64 code, which I use in my HA with ‘broadlink.send’ service.
I have searched the web on solutions and conversion steps but the end result of BASE64 code was never successful in a way that I could sen IR code to power OFF or power ON command to my Pioneer VSX-321 AVR.

Hey,
I am not sure if it is relevant to you but I was trying to use IR on Arduino to control Pioneer and I have never succeeded. It works on TV but not for Pioneer. Not sure why.

Then I figured out that there is telnet opened to pioneer and integration is already invented https://www.home-assistant.io/integrations/pioneer/

It works fine except powering ON. I guess I need to wakeonLan or something to do this.
