If it is only TTS you’re after, then maybe you can roll your own solution for cheap making use of an ESP32 and few additional components. See this implementation for inspiration, including the related github project detail. Stripping out the unwanted functionality and adding (rechargeable) battery support should not be all that difficult.
Based on your requirements the ESP Muse may be an overkill in terms of price as well as functionality, and if you could believe the reviews then the sound quality is rather lacking.
