PyAV cannot find libswresample, but it IS installed

HA errors out on installing the stream component. Using pip and installing PyAV from source both give the same error.

Could not find libswresample with pkg-config.

But it is installed. FFMPEG shows it as installed. This is the only dependency it cannot find.

I’ll leave this up for those that need it. The fix was to get off of the dated jessie. I upgraded in place to Buster and everything is working now. Seems there were some dependency versioning problems.
