I have a motion sensor that I want to be active starting at sunset, until 2 hours before sunrise. Isn’t that what I have configured here? The reason I ask is that this morning sunrise was at 7:40 AM, but my wife triggered the sensor at 7:12 AM.

Raw number could be seconds, you can try:
offset: "-02:00:00"
