I updated the HA OS on my Raspberry Pi 400 to the latest 2025 version and I tried to connect the newly acquired ZWA-2 Z-wave adapter. The ZWA-2 antenna started to intermittently flash for a minute but the device was not discovered and its led turned of while the Raspi started to output: usb2-port over-current condition!

If your raspberry pi states that the zwa-2 is drawing to much current, that is probably the main issue. Can you check if the power cable you are using for the PI is providing enough current? If your PI is getting 500mA and the zwa-2 is asking for as much [fake numbers], it won’t work.
USB peripherals directly attached to the Pi can exceed the power supply limits. Use the Raspberry Pi Power Supply Checker Integration to monitor your power. Always attach these power hungry peripherals to a separately powered USB hub then attach the USB hub to the Pi.
I suspected too, that a powered USB hub is needed but nothing about this is documented in the instructions for ZWA-2. USB hub could be recommended for this consumption?

Because it is not exclusively used with the Raspberry pi. This is a pi problem, not a ZWA-2 problem.
Any externally powered usb2 hub will work the point is to get the zwa off the Pi power bus which is well known to be weak. (yes 2, it buffers the line against 3ghz interference on USB3 lines.)
