It appears that home assistant does not yet support language localization for blueprints.
There is a feature request made: Localized Blueprints (translating existing) - #8 by dinki
And a architectural change request to support it:
I will follow these to see if the changes are made to allow for this.
As of right now, The only way to offer blueprints in different languages is to have a version of the blueprint in each language you want to offer.
This makes maintaining the blueprints harder, because any change made to the blueprint will have to be made to each and every file individually.
